By opening information to the public that government organizations have and manage, it ensures the citizens' right to know, promotes citizens' participation in government administration, and secures transparency of government operation.

If one is younger than a middle school student, person with parental rights can act as proxy. Anyone older than a high school student may apply individually if one understands the purpose of this system and the expense is manageable. Private organization plays a big role in the society and has societal value which grants it the entitlement to apply. One who lives in Korea with a regular address, or is staying temporarily to pursue academic research, a group or an organization that has its office in Korea

Application Form | Applier’s name, social security number, address(in case the applier is an organization, organization’s name, representative’s name/in case of a foreigner, passport and foreigner license number are required), information that one seeks, method of receipt, method of disclosure must be written in the application. The application must be registered by person at a public organization or by mail. One can apply by writing a post at the homepage – customer service-public information- public information claim menu. If there are multiple individuals applying together they must select one representative. |
Decision of Information Disclosure | Public organization will decide whether or not the information will be disclosed in 10 business days. |
If the information is related to a third party, the third party must be notified immediately. If necessary hearing of a third party will be held.
If the information is produced by a different public organization, hearing of the institute that produced the information must be held
After the third party being notified, third party can request a nondisclosure of information within three days.
Public organization may create and run a committee that will review the information disclosure claim
Committee will review matters regarding public information system management or if the disclosure decision cannot be made by the head of the public organization
