Ethiopian Minister of Education Visits KAIST
An Ethiopian delegation headed by the Minister of Education visited the KAIST campus on February 26, 2015. The delegation consisted of Mr. Demitu Hambisa, Minister of Education, Mr. Dibaba Abdetta, Ethiopian Ambassador to Korea, Dr. Jang-Kyu Lee, President of Adama Science and Technology University (ASTU), and Mr. Nurelegne Tefera, President of Addis Ababa Science and Technology University (AASTU).
Minister Hambisa explained the purpose of his visit, “We would like to learn about what KAIST has achieved over the years for Korea and its people and increase exchanges and cooperation between our universities and KAIST.”
KAIST and the two Ethiopian universities, ASTU and AASTU, signed memoranda of understanding for cooperative programs in science and engineering education.
Established in 1993, ASTU appointed Dr. Jang-Kyu Lee, a former professor from Seoul National University, Korea, to become its president since 2011. President Lee is the first Korean ever to have served the institution.

The Hancom and KAIST Research Center Opens
KAIST and Hancom, Inc., an office suite developer in Korea, established a joint research center to develop software technology and its related industry. President Steve Kang of KAIST, Sang-Chul Kim, the Chief Executive Officer (CEO) of Hancom, and professors from the computer science department at KAIST attended a ceremony to celebrate the opening of the center.
KAIST and Hancom signed a memorandum of understanding in April this year for the development of software industry in Korea, and based on the agreement, the two institutions identified five research projects and created a research center to implement them effectively.
President Kang said, “I hope that the research center will serve as a good example of university and industry collaboration. To that end, we will provide our support to the maximum extent possible to lead the software industry in Korea. We are also planning to hold a joint workshop on the latest trends in software technology and on the education of software developers.”
Established in 1990, Hancom created the native word processor for the Korean language called “Hangul.”

KAIST establishes Indoor Location Recognition Industrial-Educational Research Center
KAIST has signed the memorandum of understanding on the 15th of February for the establishment of ‘KTNET-KAIST Industrial-Educational Research Center’ (Head of Center, Professor Han Dong Soo of department of Computer Sciences). Korea International Trade Association and KTNET will be working with KAIST to develop wi-fi based indoor location recognition service and applications of the developed technology.
The memorandum of understanding states that KTNET and Korea International Trade Association will be allowed access to the technology KAIST has in order to obtain competitive advantage in the field of location recognition.
In addition, KAIST will continue on making technological advances in the field of wi-fi based indoor location recognition for the next 5 years, develop new core technologies and applications, along with the export of related technologies abroad, under the support of the KITA and KTNET.
The KTNET-KAIST research center is special in that it has been derived off of the technology developed for the hosting of the G20 Global Summit. Last year, KAIST, KITA, and KTNET developed a wi-fi based Coex indoor navigation system and called it ‘myCoex’ and released it to the public in tandem with hosting G20 Summit.
‘myCoex’ application was the first of its kind in the world to provide wi-fi based indoor navigation system without problems. Despite ‘myCoex’ only useable within Coex, over 150,000 users have downloaded the application.
The research center plans on developing the necessary technology that will allow the application of such an app like ‘mCoex’ to large indoor spaces like Incheon International Airport, subway, shopping malls, and etc.
In addition the addition of a social commerce service to ‘myCoex’ is being looked into which will be the marriage of navigation services and social commerce services.
The KTNET KAIST research center will develop a wi-fi based indoor location recognition service platform that can be widely used and open it so that numerous other developers can develop personalized services.
Han Dong Soo Head od Center commented, “The wi-fi based indoor location recognition technology is still found wanting in its accuracy, response time, and energy consumption efficiency making further research imperative in this particular field. The establishment of KTNET-KAIST research center has created a research friendly environment and KAIST will do its utmost to become the leader in the field”.

KAIST to Join Forces with Northwestern School of Law in MIP Program
KAIST has agreed to collaborate in its Master of Intellectual Property (MIP) program with Northwestern University School of Law, the university authorities said on Wednesday (Nov. 11).
KAIST President Nam-Pyo Suh and Northwestern Univ. School of Law Dean David Van Zandt signed a memorandum of understanding for the establishment of the certificate and degree programs of the Anglo-American law in February 2010, at the president"s office Wednesday.
The latest agreement represents an expansion of the existing KAIST-Northwestern Executive LLM program that the two schools have successfully operated for the past eight years. It is aimed at boosting KAIST"s global intellectual property capabilities at a time when the strategic management of intellectual properties and capabilities to deal with international intellectual property disputes are gaining growing importance.
The newly-established two-year, six-semester program is designed to offer a certificate program in the Anglo-American and intellectual property laws to make students better armed with legal knowledge in a competitive global environment.
Northwestern University School of Law is regarded as one of the top law schools in the United States. American law schools are better positioned than any other institutions to prepare students to move from domestic to international practice in today"s complex global economy.

KAIST Signs MOU with Macquarie for Cooperation in Green Growth Projects
KAIST and Shinhan Macquarie Financial Advisory Co. have reached an agreement for cooperation in the development and commercialization of the KAIST-led two national green growth projects, On-line Electric Vehicle (OLEV) and Mobile Harbor (MH) programs, university authorities said.
KAIST President Nam-Pyo Suh signed a memorandum of understanding with John Walker, Chairman of Macquarie Group of Companies in Korea, and Woo-Gon Hwang, Representative Director of Shinhan Macquarie Financial Advisory Co. on Wednesday, Oct. 21.
Under the agreement, KAIST and Macquarie will cooperate in developing an optimal business structure for a rapid commercialization of OLEV and MH. Specifically, Shinhan Macquarie Financial Advisory will provide financial advice, including basis financial analysis, potential investor inducement and feasibility analysis of the projects.
Shinhan Macquarie Financial Advisory Co. is a joint venture between Shinhan Financial Group of Korea and the Australia-based Macquarie Bank Group which provides global investment banking and diversified financial services.
KAIST"s OLEV is a project to develop a new growth engine for Korea and lead the future of global automotive industry. It is an entirely new concept: the electric vehicle picks up power from underground power supplier lines, while either running or standing, through the non-contact magnetic charging method.
The MH program is designed to develop a system that can load/unload containers from a containership in the open sea and deliver them to their destinations at the harbor.
The Korean government has included these KAIST projects, which both are great technical and engineering challenges, in the nation"s sustainable growth programs, providing substantial research grants. KAIST offers its advanced research capabilities for the nation"s efforts to achieve efficient, environment-friendly utilization of resources as new growth engines that spur the development of related industries and explore global markets.

KAIST College of Life Sciences and Bioengineering Signs MOU with Harvard
KAIST’s College of Life Sciences and Bioengineering recently signed a memorandum of understanding (MOU) with Harvard University’s Center for Brain Science on July 20, which will allow for joint research and exchange in researchers between the two institutions.
Headed by Director Kenneth Blum, Harvard’s Center for Brain Science leads the world in brain-related research. The new MOU will allow for research cooperation, exchanges of professors, researchers, and students, joint usage of infrastructure and research materials, and finally, sharing of research assignments.
The Dean of the College of Life Sciences and Bioengineering Sang Yup Lee, who concerted efforts to form the MOU said, “This agreement will bring together two of the world’s leading brain-related research teams, and I hope that combining their expertise will bring great advances in brain science and engineering.
KAIST’s College of Life Science and Bioengineering, which is known for its creative interdisciplinary research, is producing exemplary research results in the field of brain science from its Biological Sciences and Bio and Brain Engineering departments.
In addition to cooperation with Harvard, KAIST has also formed partnerships with Emory University, Japan’s RIKEN Brain Institute, and Germany’s Max Planck Institute. Not only does it have a worldwide network pertaining to brain research, but KAIST has also engaged in cooperative research with prominent domestic institutions such as, Asan Medical Center, the Korea Research Institute of Bioscience and Biotechnology, the Korea Research Institute of Standards and Science, and the SK Corporation. Through these connections, KAIST has managed to lead in mutually cooperative brain interdisciplinary research.

KAIST, KHNP Sign MOU on Nuclear Technology Development
KAIST signed a memorandum of understanding with the Korea Hydro & Nuclear Power Co. (KHNP) on Wednesday (May 6) to upgrade cooperation between the two organizations in nuclear power technology development.
On hand at the signing ceremony at KAIST were KAIST President Nam-Pyo Suh, KHNP President Jong-Shin Kim and other related officials.
The agreement calls for increased efficiency and synergy effect in the development of nuclear power generation by KAIST and KHNP to gain greater competitiveness in the exportation of nuclear power technologies.
KHNP is responsible for the operation of all nuclear and hydraulic power plants in Korea which supply about 40 percent of the nation"s electric power demand. It is the largest among the six power generating subsidiaries that separated from Korea Electric Power Corporation (KEPCO) in April 2001.

KAIST, CT&T Develop Multi-Energy Hybrid Electric Car
KAIST exchanged a memorandum of understanding for the development and production of a multi-energy plug-in hybrid electric car (ME-PHEV) with CT&T, an electric car maker, on Monday (June 30).
The ME-PHEV is a new vehicle model incorporating a small electric generator and solar energy as power source with conventional plug-in hybrid electric vehicle with rechargeable batteries. The new vehicle has been jointly developed by a research team led by Profs. Soon-Heung Chang and Yong-Hoon Chung, at the department of nuclear and quantum engineering, KAIST, and CT&T.
The ME-PHEV features an increased mileage, improved battery durability and better passenger convenience compared to conventional hybrid vehicles. The joint developers have applied for domestic and international patents.
Prior to the MOU signing ceremony, Prof. Chang, who is also a vice president of KAIST, had a trial ride of the vehicle for the media at the KAIST campus.
"Major car makers of the world currently focus on developing hybrid electric vehicles with battery and internal combustion engine. Compared to these cars, the ME-PHEV offers advantage in terms of reduced air pollution and lowered production costs," said Prof. Chang.
Under the agreement, CT&T will put the features of ME-PHEV into e-Zone, the company"s city-class, low-speed electric vehicle model, with a schedule go into commercial production of the car next year.

KAIST, ICU Agree to Merge
KAIST and the Information and Communications University, a state-run institution, decided to merge as they signed a memorandum of understanding for unification at the Westin Chosun Hotel in Seoul on May 23.
The MOU signing ceremony was attended by representatives of the two universities and related high-ranking government officials from the Ministry of Knowledge Economy and the Ministry of Education, Science and Technology.
Under the agreement, the two universities will form a joint committee to complete the merger process by the end of this year. According to the MOU, ICU will become the "IT Convergence Campus" (ICC) which will include KAIST"s IT related departments and research institutes. The projected ICC will be headed by a KAIST vice president, KAIST authorities said.
With the merger, the number of KAIST students in the IT area will increase to 2,850 from 1,951, while the number of IT-related faculty members will rise to 157 from 99.
ICU was established in 1997 by the Korean Ministry of Information and Communication, the Electronics and Telecommunications Research Institute, and some major Korean IT companies. Located in Daedeok Science Town in Daejeon where KAIST is also situated, ICU started as a graduate school and added the undergraduate course in 2002. It currently has a total enrollment of 1,121 students -- 481undergraduate students, 324 graduate students and 316 doctorate students.
KAIST said that it will treat ICU professors and staff equally after the merger. This year, the two universities will separately conduct freshmen recruitment procedures for 2009, but will then unify recruitment.
The unification of the two institutions is expected to give KAIST the competitive edge through a larger faculty, student body, and expanded facilities.
The agreement put an end to extended negotiations for merger which started in July 2006. The talk of merging the two universities surfaced when the Board of Audit and Inspection concluded that the government"s direct financial support for ICU was unlawful as ICU was established as a private school. When ICU was established in 1997, the Ministry of Information and Communication provided 200 billion won as the basic endowment and has continually provided 10 billion won in operating funds each year.

KAIST to Build Branch Campus in New Administrative City
KAIST signed a memorandum of understanding (MOU) with the Multifunctional Administrative City Construction Agency and the Korea Land Corporation on March 4 to build a branch campus in the city now under construction to house many government organizations to be relocated from Seoul.
The MOU calls for building a well-facilitated KAIST campus on 310,000 square meters of land within the planned city, about 30 kilometers west of Daejeon. The multifunctional city, named Sejong City, is scheduled to be dedicated in 2014.
The MAC now being built in the Yongi-Gongju area of South Chungcheong Province is geographically in the center of South Korea, and many governmental agencies and major public organizations will move in from 2015.
The KAIST campus is envisioned to be home to a newly established College of Strategy and Policy, a Strategy and Policy Research Center, and an Innovative Technology Research Center. The College of Medical Science currently based in the Daejeon campus will be relocated to the campus. With a research-oriented hospital and a medical engineering research center, KAIST hopes to become a leading institution in disease treatment and medical engineering technologies.
The new campus is also expected to house new KAIST colleges now in the planning stage which will offer interdisciplinary courses such as the College of IT and Contents and the College of Life Sciences. KAIST also seeks to resolve housing shortage problems by building an in-campus village designed to provide international living environment for professors and students on the planned campus

KAIST, K-Water Sign MOU for Cooperation in EEWS
KAIST has signed a memorandum of understanding with the Korea Water Resources Corporation (K-Water), a state-invested organization responsible for the development and management of inland water resources, for cooperation in the research on the four global issues of energy, environment, water and sustainability (EEWS).
The MOU was signed by KAIST President Suh Nam-Pyo and K-Water President Kwak Kyul-ho on Feb. 22 at the KAIST.
KAIST and K-Water agreed to establish a cooperative network for exchanges of personnel and research resources for advanced R&D on EEWS. The agreement has been reached on the common belief that EEWS is the most imminent problem facing the humanity in the 21st century.
Under the MOU, KAIST and K-Water will work together to build a EEWS global network; to develop policies and conduct researches to strengthen the competitiveness of Korea"s water industry; and to train and exchange research manpower of the two institutions. The agreement also calls for sharing technological information, exchanging research results and publications; and jointly hosting symposiums and workshops.

Foreign R&D Centers Cropping Up Here

Staff ReporterThe world"s top companies and research institutes are rushing to Korea to set up research and development (R&D) centers.
The Ministry of Science and Technology (MOST) on Thursday said it isunder negotiation with several world-renowned firms or foundations,including University of Cambridge Cavendish Laboratory, Novartis, DuPont and EMC.The Ministry of Information and Communication (MIC) is also lookingto attract five to six multinational companies to establish R&D centers here this year.
Korea has already become a home for R&D institutes from top-tier foreign outfits like the world"s No.1 computer-chip maker Intel Corp. and Paris-based medical foundation Institut Pasteur as well as Germany"s Fraunhofer-Gesellschaft.
The MOST said Cavendish will exchange a memorandum of understandingto set up a joint research center here together with the Korea Advanced Institute of Science and Technology (KAIST) as early as this May.
The two entities will join hands to accelerate knowledge in the fields of nanotechnology, optical technology and physics to name a few,a MOST official said.It also seeks to invite Swiss-based pharmaceutical group Norvatis toestablish an R&D center here on occasion of the medical symposium that will take place here from March 31.
The Fortune 500 company is expected to dispatch dozens of high-ranking staff to the two-day neuroscience convention.
The Korea Foundation for International Cooperation of Science and Technology (KICOS), an affiliate of MOST, expects a few American companies, including DuPont, to open shop here.``DuPont is likely to make a decision, and we are currently under negotiations with several big companies like EMC,"" KICOS official KimKey-hyup said.
EMC is the world"s third-largest maker of data-storage devices.Seoul seeks to host six high-tech information-technology (IT) research centers this year.
Up to now, Intel and Fraunhofer committed themselves to setting up research centers here, and IBM will likely open an R&D center as soonas its affiliate IBM Korea"s bribe scandal regarding a government contract is settled.
Such high-profile companies as Microsoft, Hewlett Packard and Qualcomm are welcome to open R&D centers in Korea, an MIC official said. The government is willing to provide financial incentives to foreignR&D centers.
