KAIST-NYU Digital Governance Forum Held
KAIST (President Kwang Hyung Lee) held the 'KAIST-NYU Digital Governance Forum' at the Korea Press Center in the morning of October 28th, 2022.
This forum was held in continuation to discuss the objectives of the 'Digital Vision Forum' that was hosted by New York University (NYU) back in September in the United States, and is the first public event to be held through joint efforts by KAIST and NYU since the signage of the 'KAIST-NYU Joint Campus' was presented at the New York forum.

This forum was promoted based on the consensus of the two universities to create an international forum of solidarity to solve global challenges and seek new governance in the era of digital transformation.
Digital innovation technology is expected to bring economic and industrial benefits as well as political, social and ethical risks such as accelerating the digital divide, among others. In particular, in a time of global digital transformation, as the competition for digital and AI supremacy based on technology nationalism catches fire, there is an emergent need for a global governance system in which digital innovation and the value of freedom co-exist. With the consensus formed through this forum with NYU, KAIST plans to focus on detailing the vision for future digital cooperation that encompasses various stakeholders in our society.
To this end, President Kwang Hyung Lee of KAIST and President Andrew Hamilton of NYU led the forum with keynote addresses with President Hamilton taking part virtually, followed by NYU Professor Matthew Liao, a world-renowned scholar specialized in the ethics in the field of science and technology, and Jason Allford, Special Representative of the World Bank Group to Korea, presenting on relevant topics for discussion.
From KAIST, Professor Kyung Ryul Park of the Graduate School of Science and Technology Policy and Director So Young Kim of the Korea Policy Center for the Fourth Industrial Revolution, followed with their presentations. A panel discussion on governance in the period of digital transformation was also held, led by Professor Dongman Lee, the Dean of the College of Engineering.
To kick things off, Professor Matthew Liao of NYU proposed a normative system that can harmonize technology and social ethics while explaining various ethical issues following the technological development of artificial intelligence.
Jason Allford, Special Representative of the World Bank Group to Korea, outlined the changing roles of government in the digital era from the perspective of transparency and government efficiency and explained global development strategies through various cases of digital innovations by international organizations.
Professor Kyung Ryul Park of the Graduate School of Science and Technology Policy at KAIST emphasized that the core of new digital governance is not only innovative technology but also the participation and harmony of various stakeholders at home at abroad and brought up the importance of multi-dimensional international solidarity based on digital transformation that goes beyond the flat ‘technological geopolitics.’
Professor So Young Kim, the Director of the Korea Policy Center for the Fourth Industrial Revolution at KAIST, commented on the current government's digital platform strategy and emphasized the need for a leading digital transformation strategy that goes beyond the governance of the existing government.
Edward Mermelstein, the Commissioner for International Affairs of New York City, said, “The City of New York, shall also provide active support for the cooperative governance initiative organized by KAIST in Korea. As the conversation progresses further, we can draw up plans to organize international organizations to support the effort, likely to be named ‘Digitization for Good’, and we can go on to consider future collaboration,” to express the city’s willingness and anticipation for active cooperation.
Andrew Hamilton, the President of NYU, said "NYU is thrilled by the partnership we are embarking upon with KAIST, which goes hand in hand with our global tradition, and is based upon our bedrock commitment to the free movement of people and ideas.” He added that “As data-driven software, AI, and social networks become even more essential parts of our daily lives, I am confident that today’s discussions will lead to new and promising insights.”
President Kwang Hyung Lee of KAIST said, “It is significant that we are to cooperate with New York University to prepare a venue to assess the changes of the forth coming era at a time in which digital technology, government platforms, and public data are attracting attention as a medium that can create various social and economic value.”
President Lee added, “KAIST and NYU, the two institutions in cross-continental partnership to lead innovations in higher education via the creation of a joint campus, have joined forces to host this forum to create an opportunity to envision the future of a cooperative governance that is inclusive of key players like the government, businesses, the civil societies, academia, and international organizations.”

WEF-KAIST to Host a Forum Next April in Korea

President Sung-Chul Shin and Executive Chairman Klaus Schwab of the World Economic Forum agreed to co-host the Fourth Industrial Revolution Forum next April in Seoul during a meeting at the WEF Global Future Councils 2017 held in Dubai November 11-12.
Next April’s forum will be a follow-up event of the roundtable discussion KAIST and the WEF Center for the Fourth Industrial Revolution co-hosted in October in Seoul. The two hosted the roundtable discussion titled “Mastering the Fourth Industrial Revolution: The Future of Jobs and Inclusive Growth in Korea.”
During the annual meeting in Dubai, Chairman Schwab expressed his deep appreciation to President Shin for hosting the roundtable discussion and proposed a full-fledged forum in partnership with KAIST once again, which Chairman Schwab will be scheduled to attend.
Chairman Schwab emphasized once again that Korea, who has the world’s top high-end technologies such as 5G telecommunications and semiconductor memory, will be the best fit to realize the Fourth Industrial Revolution most rapidly. He also expressed his great interest in the city of Daejeon in which is being considered to become the Special City for the Fourth Industrial Revolution.
The Global Future Council of the WEF is the interdisciplinary knowledge network dedicated to promoting innovative thinking on the future. The annual council convenes in Dubai the most relevant and knowledgeable thought leaders from academia, government, business, and civil society to challenge conventional thinking and develop new insights and perspectives on key global systems, as well as the impact and governance of key emerging technologies. This year, more than 850 world-leading experts from 74 countries participated.
Under the theme of ‘Vision 2030,’ participants explored systematic changes in key areas such as energy, mobility, and infrastructure while reflecting on the impact of technological breakthroughs in artificial intelligence, biotechnology, and other areas related to the Fourth Industrial Revolution.

KAIST Partners with WEF to Prepare for the 4th Industrial Revolution
KAIST President Sung-Chul Shin and the Head of the World Economic Forum Center for the Fourth Industrial Revolution, Murat Sonmez, made a commitment to build cooperation in an active manner for addressing the ramifications of the Fourth Industrial Revolution.
The two signed an MOU to cooperate in research in related fields on October 13 after holding a roundtable discussion titled “The Future of Jobs and Inclusive Growth in Korea”. It is the first partnership that the WEF has sealed with an academic institution.The roundtable discussion brought together distinguished guests from politics, non-profit civic organizations, academia, and enterprises including Daejeon Mayor Seon-Taek Kwon, Doosan Group Vice Chairman Lee Hyun-Soon, and Korean Venture Business Association President Ahn Keon-Joon.
During the news conference, President Shin said, “This event means a lot because it explores ways in which inclusive growth and job creation can be realized in Korea. To move forward in the new age of the Fourth Industrial Revolution, every country needs to adopt appropriate new policies suitable for their specific market environments. KAIST will contribute to this process for Korea as well as for the global community.”
President Shin also said, “Korea has been a fast follower in previous industrial revolutions. Now, we have the momentum to seize the opportunities in the wake of this revolution. KAIST is dedicated to leading Korea into becoming a first mover in the Fourth Industrial Revolution by cooperating with the WEF.”
“Two decades later, we will live with considerable number of robots around us. It is possible that our societies in the future will consist of Homo sapiens and Robo sapiens. We need to create new jobs for Homo sapiens to prepare for a society that we will have to coexist with a new industrial tribe. Industries need continuing education to retrain workers for the ever evolving industrial landscape of the future,” President Shin emphasized.
Meanwhile, Sonmez pointed out that all stakeholders should participate in understanding the new industrial environment’s ramifications, saying “Societies, governments, public and private sectors, startups, and academia should co-design inclusive models through global efforts. Ethics and influences on the job market should also be taken into consideration.”
Sonmez said nine factors such as blockchains, internet of things, artificial intelligence, machine learning, cross-border data blow, drones, 3D printing, autonomous driving, the environment, and precision medicine will take center stage in the Fourth Industrial Revolution, In particular, he said that blockchains, which are a cybersecurity technology for online financial transactions, will bring even bigger changes than the ‘World Wide Web’ has done over the past three decades.
“To this end, we will have to work closely with major academic institutes. Through this partnership with KAIST, we will make the fruits of the new industrial environment benefit Koreans and Korean society,” Sonmez added.

KAIST to Participate in the Summer Davos Forum
KAIST will participate in the 2017 Summer Davos Forum in Dalian, China from June 27 to 29. The Summer Davos Forum with the official title “Annual Meeting of New Champions” is an annual international meeting co-hosted by China and the World Economic Forum (WEF) to address global issues which has been held since 2007.
Focusing on this year’s theme ‘Achieving Inclusive Growth in the Fourth Industrial Revolution,’ science and technology experts from 90 different countries will participate in various sessions to present on and discuss pending global innovative issues. KAIST is to be the only Korean university to run ‘IdeasLab,’ in which researchers will introduce current research trends and discuss ideas with global leaders. This is the sixth year for KAIST to run IdeasLab.
This year’s IdeasLab has the theme ‘Materials of the Future,’ and will include presentations and discussions on materials developed at KAIST which could lead the Fourth Industrial Revolution. President Sung-Chul Shin, the chairman of the session, will first introduce the current status of KAIST and IdeasLab, followed by a presentation of cutting-edge integrated research findings by KAIST professors.
President Shin will also participate in various sessions organized by the Global University Leaders Forum (GULF) as discussion leader. President Shin is the only Korean member of GULF, a community comprised of the presidents of the world’s top 27 universities. Other members include the presidents of the University of Oxford and the University of Cambridge in the U.K., MIT, Harvard, Stanford, and Columbia Universities in the US, and the University of Tokyo in Japan.
Further, President Shin will participate in a strategy session for inclusive growth in the era of the Fourth Industrial Revolution and a meeting with the WEF directors.
The Dean of KAIST Institutes, Distinguished Professor Sang Yup Lee from the Chemical and Biomolecular Engineering Department, who has been invited to the Davos Forum and Summer Davos Forum for the last 15 years, is to present in the ‘Future of Life: Medicine’ session to introduce advancements in traditional medicine through systems biology such as his research on microbiomes (gut microbes).
Professor Lee, as the chair of the Global Future Council on Biotechnology at the WEF, and committee member of the Annual Meeting of the Global Future Councils on the Fourth Industrial Revolution, is to participate in various bio-sessions and the Fourth Industrial Revolution banquet session to lead the discussions.
President Shin said, “KAIST has been sharing global research findings with global leaders through IdeasLab at the Davos Forum for the past six years and it has always been well received.” He continued, “The forum will be the place for in-depth discussion on the technological changes that accompany the Fourth Industrial Revolution and human-centered development plan, as well as introducing innovative research and integrated research findings from KAIST.”
This year’s speakers include Li Keqiang, the current Premier of the State Council of China; Guo Ping, the rotating C.E.O. of Huawei; and Ya-Qin Zhang, the President of Baidu, a company leading technological innovation in various fields such as robotics and autonomous vehicles. Two thousand distinguished guests in politics, administration, finance, and academia from 90 countries are to participate in the meeting.
