President Lee Myung-bak's Congratulatory Address at 2009 KAIST Commencement Ceremony
Following is the full text of President Lee Myung-bak"s congratulatory address at the 2009 KAIST Commencement Ceremony. Beloved graduates, proud parents, dear family members, Mr. Cho Jeong-nam, Chairman of the Board of Directors, Dr. Suh Nam-pyo, President of KAIST, Esteemed faculty and staff members, Distinguished guests, ladies and gentlemen, It is great to see you all. First of all, I must begin by extending my most sincere congratulations to the 1,976 graduates who are receiving their degrees today. You worked hard, you earned it and I congratulate you. We must also remember your parents who worked just as hard as you did, if not more, to support you. You may have family members whom you wish to thank for their support and understanding. I also thank and congratulate the faculty and staff members who worked hard to provide the best possible education for you. Today is also a great day since we can all join together to recognize the achievements of Dr. Ryu Geun-chul and show him how deeply we respect and appreciate his generous contributions to KAIST. Today, Dr. Ryu received an honorary doctorate in science for his life-long contributions in the field of Korean traditional medicine. He has also donated a vast portion of his personal wealth to KAIST for educating future leaders in science and technology. Dear graduates, faculty members, KAIST has been in the forefront of leading Korea’s development over the last thirty-eight years. As the preeminent institution devoted to educating the very best minds in science and technology, more than 20% of all doctorate degree holders in Korea’s science and engineering field are KAIST alumnus. KAIST has led the drive to create more than 470 venture start-ups, opening up a vast new horizon for Korea’s scientific and technological breakthrough while leading the economic growth of Korea. KAIST has done exceptionally well even compared to the world’s best. It is ranked 34th in engineering and IT. It is ranked 46th in natural sciences. These rankings are a demonstration that KAIST is a research-focused institution with global competitiveness. Moreover, KAIST has been an example for other higher institutions seeking to reform the way colleges and universities operate. KAIST has demonstrated its forward-looking and reform-minded vision in terms of selecting students, recruiting and evaluating professors and managing its courses. In particular, when KAIST selects its students, it doesn’t look only at their test scores but looks for creative and innovative minds with real character and potential. Such practices are having positive influences on how other universities and colleges select their students. Furthermore, KAIST has taken the lead in applying their research skills to matters of global concern through its EEWS initiative. I am proud of such visionary work and will continue to have high hopes for KAIST. Our promising future depends on gifted individuals and gifted individuals are nurtured through solid education. For a country such as Korea with no natural resources, human capital is our greatest and most precious resource. We must overcome our lack of natural resources with our abundant and limitless brain power. The 21st century will be a knowledge-based society and so national competitiveness of individual countries will be determined by how competitive its universities and research institutes are. And the time calls for universities with world-class capabilities in research. Especially, our investments in science and technology today will ensure a brighter tomorrow. I assure you that this government will spare no effort to KAIST so that it can continue to foster the best minds for even greater achievements. My dear graduates and professors, proud parents and family members, All of us are going through difficult times due to the global economic crisis. At the same time, we must face global climate change which is our common concern. And this global concern must not be put aside or given less priority because of the economic crisis. We must do all we can to overcome the economic crisis while aggressively and consistently implementing measures to deal with climate change. At the same time, we must continue our quest to develop the next-generation engines of growth in preparation for the future when this economic crisis is eventually over. This is killing three birds with one stone and this is the core of my Low Carbon/Green Growth vision for Korea’s future. For a country like Korea with no oil reserves whatsoever, Low Carbon/Green Growth is a must. We simply do not have any other choice. It is also the path that the global community must take. Korea was late in joining the club of industrialized countries but we are ahead in the information technology sector. But, because we did not possess the core technologies in information and communication, we were unable to fully benefit from being ahead. Now, we must excel in all areas in the age of green growth. Korea’s future growth will depend on how many core technologies we manage to accrue in green technology, such as technologies to conserve energy, development of new and renewable energy. The government will double, compared to last year, its investments into research and development of green technology. The government has a long-term vision and this vision calls for continuously increasing strategic investments into the new engines of growth and they include basic sciences, core technologies and big science. Deregulation will continue so that we can foster scientific and technological advancements and also attract more investments and people from abroad. Dear graduates, Another source of our new engine of growth and our green technology is none other than fusion technology. Our bio, IT and nano technology will come together, and coupled with what is already a world-class IT industry, we can create future engines of growth. President Suh Nam-pyo stressed that “Inter-disciplinary study that takes place amidst the boundaries of different disciplines is where new discoveries and added-value are found.” This is a reminder of the importance of fusion research. And we all know that KAIST is the leader in this endeavor. Fusion technology will greatly improve our quality of life and introduce new and innovative ways to solve our real concerns. Healthcare and medical science are just two examples. As our society becomes an aged society, identifying the causes of and finding the cure for degenerative diseases such as Pakinson’s and dementia are becoming more and more important. If we manage to successfully combine our knowledge in medicine, science and engineering, we can come up with revolutionary ways to detect and cure these and other diseases. In particular, we will soon see science and medicine come together to create an entirely new paradigm in how we take care of our health. Medicinal research and high-tech research hospitals will be the norm. I truly believe that we can save both this planet as well as ourselves by utilizing green technologies and high-tech fusion technology. The government will continue to support such efforts. Dear graduates, the heroes of today, Some of you may wish to pursue higher degrees in order to reach even loftier academic goals. Some of you may opt to venture into society. Wherever you go and whatever you decide to do, do not be afraid of failure. Pursue your dreams. Face the challenges that come your way. And when you boldly face these challenges with the most precious gift you have, your youth and ideals, your dream will come true. Remember that history is made by those who take up the challenge. Do not be discouraged if you fail today. Just pick yourselves up tomorrow and try again. And again. Do not be consumed by selfish ambitions. But instead, always think what you can do for your society, your country and for humankind. Science and technology that is used for personal gains or new innovations and technologies lacking even the very basic ethical standards can become a curse to mankind. This is why those aspiring to become scientists and engineers must first agonize over how they plan to better the lives of man before they learn how to conduct experiments. Once you’ve gone through this, you will then be eligible to become true leaders, with your character and technological know-how. Remember the time you spent hunched over a book, in the classroom, in the library or in laboratories. Do not forget why you came here in the first place. Aim for higher goals in your respective fields. With that, I wish you a wondrous and exciting new journey. Again, congratulations and well done! Thank you.

KAIST Opens M&S Technology Research Center
KAIST held an opening ceremony for a new defense research center focusing on modelling & simulation located at its main campus in Daejeon on Thursday (June 19). The opening of the M&S Technology Research Center is aimed at developing technologies and processes to test, practice and operate newly-developed precision and micro weapons systems in virtual space. The center will be supported by two state-run defense agencies, the Defense Acquisition Program Administration and the Korean Agency for Defense Development. The new research center is expected to receive a total of 11.5 billion won (US$11.2 million) research grants from the state for the next eight years until 2016. The center will be involved in the development of sophisticated, complex and inter-related weapons system and training research personnel in the specialized area. The research center will undertake a total of 21 specific projects in collaboration with seven other universities in Korea. Also joining the projects are such overseas institutions as Georgia Institute of Technology and the U.S. Naval Post-Graduate School, and private defense solution providers including Posdata, Samsung Thales and LIG Nex 1. The opening of the research center comes at a time when modelling and simulation gain growing importance as today"s armies employ more sophisticated, complex and inter-related. weapons systems and equipment than ever before. Tae-Uk Lee, director of the research center said: "The opening of the center will spur development of operational technologies of precision and micro weapons system on our own, departing from dependence on advanced countries."

International Science Journal Spotlights Korean Biotechnology
Biotechnology Journal published by German-based Wiley-VCH, one of the world"s major scientific and technical publishers, devoted its entire special edition for May to biotechnology in Korea. The monthly journal"s special issue was planned by KAIST Professor Sang-Yup Lee of the Chemical and Biomolecular Engineering Department who is one of the journal"s two editors-in-chief. The special issue outlines the current status and future prospect of biotechnology in Korea, and presents five review papers and eight original papers by leading Korean biotech researchers to showcase recent developments in Korean biotechnology. Among these papers, a review by Dr. Byung-Hwan Hyeon and his colleagues describes in detail the Korean biotechnology strategies represented by "Bio-Vision 2016," and another by Dr. Ji-Hyun Kim and his collaborators presents recent progress in microbial genome projects in Korea. In the editorial of the journal, Prof. Lee said, "Heavy industry and IT industry have been the two drivers of Korean economic growth. Korea is now considering biotechnology as its next generation growth engine." Underscoring the growing importance of fusion research, he mentioned that integration of biotechnology with information technology and nanotechnology is advancing rapidly in Korea. Another special edition of Biotechnology Journal focusing on these exciting biotech developments in Korea is planned for the future.

Prof. Chung Named Winner of 2008 KAIST Scientific Award
Professor Chung Jong-Kyeong of the Department of Biological Sciences was named the winner of the 2008 KAIST Scientific Award. The prize was awarded by KAIST President Suh Nam-Pyo during the 37th KAIST anniversary ceremony on Feb. 16. Chung was cited for disclosing the new anti-cancer aspect of adenosine monophosphate-activated protein kinase (AMPK). His papers, published in the science magazine Nature in 2006 and again in 2007, revealed that the protein could be used to treat certain forms of cancer, as well as prevent malignant growths.

Three Professors Selected as IEEE Fellows
Three Korea Advanced Institute of Science and Technology (KAIST)’s professors, Ju-Jang Lee, Yong-Hee Lee, and Hoi-Jun Yoo, were selected as a part of the 2008 Institute of Electrical and Electronics Engineers, Inc (IEEE)’s “Fellows.” A Fellow is the highest level of membership given only to those “with an extraordinary record of accomplishments” in their field of study. Although some IEEE memberships can be gained freely by all, the Fellow status is bestowed only by the IEEE Board of Directors. Professor Ju-Jang Lee was awarded the Fellow status “for contributions to intelligent robust control and robotics.” Robust control is a system’s stable maintenance under many inputs in a dynamic environment. A part of KAIST’s Electrical Engineering Department, Professor Ju-Jang Lee has conducted successful research in these fields, and has published 538 papers. He also holds many patents in and outside of the country, and is the General Chair for two upcoming IEEE conferences in 2008 and 2009. Professor Yong-Hee Lee of KAIST’s Physics Department was recognized for his “contributions to photonic devices based upon vertical cavity surface emitting lasers and photonic crystals.” Photonic devices are those that allow the practical use of photons, and photon crystals are structures that affect the motion of photons. Professor Yong-Hee Lee is an expert in the field of Photonics and his works have been cited over 2500 times. He is also an outstanding speaker, giving over 30 lectures in front of international audiences in the past 5 years, and receiving The Distinguished Lecturer’s Award from IEEE. Professor Hoi-Jun Yoo was granted the prestigious Fellow status for his “contributions to low-power and high-speed VLSI design.” VLSI stands for ‘very large scale integration’ and refers to the skill for packing a huge number of semiconductors on an integrated circuit. Professor Lee’s Fellow status is noteworthy in that he studied, worked, and researched solely in Korea. He is also the youngest of the three KAIST professors to be granted membership in the class of 2008 Fellowship. IEEE also recognized Professor Yoo as the most frequent publisher during the past 8 years. IEEE, originally concentrating on Electric Engineering, has now branched into many related fields. It is a nonprofit organization, and its aim is to be the world"s leading professional association for the advancement of technology. Prof. Whang Named Distinguished Database Profile by ACM SIGMOD
Professor Kyu-Young Whang of Computer Sciences has been named as Distinguished Database Profile (DDP) by Association for Computing Machinery Special Interest Group on Management Of Data (ACM SIGMOD). DDP is a section of ACM SIGMOD Record that introduces researchers who have made significant global contributions in database field. Thus far, about 20 researchers including Jeff Ullman and Jim Gray have been named as DDPs for their achievements such as establishment of new theories and technologies in database field, and Prof. Hwang is the first researcher named as DDP in the Asian-Pacific region. Prof. Whang’s interview (directed by Marianne Winslett, Professor of UIUC, and Eric Bina, co-founder of Netscape) can be seen on http://www.sigmod.org/interviews and will be published at ACM SIGMOD Record in 2008.

President Nam-Pyo Suh Receives Lifetime Achievement Award from SPE
President Nam-Pyo Suh has been selected as a recipient of the Lifetime Achievement Award by the Society of Plastic Engineers (SPE). The SPE is the largest professional organization that promotes polymer-related R&D. The SPE announced that it recognizes President Suh’s many contributions to the field of polymer processing. President Suh established the first university/industry cooperative research program at MIT known as the MIT-Industry Polymer Processing Program, which became a model in establishing similar programs at many other universities by NSF. Among the many new materials, products and manufacturing processes invented by him are: Microcellular plastics, known as MuCell and used commercially worldwide, USM high pressure foam molding technology, electrostatic charge-decay NDE technique for polymeric materials, and foam/straight plastic lamination process (a major industrial product).

Professor Seong-Ihl Woo Develops New High-Speed Research Method
Professor Seong-Ihl Woo Develops New High-Speed Research Method Reduce research periods and expenses for thin film materials several ten times Posted on the online version of Proceedings of National Academy of Sciences of the United States of America (PNAS) on January 9 A team led by Seong-Ihl Woo, a professor of KAIST Department of Chemical & Biomolecular Engineering and the director of the Center for Ultramicrochemical Process Systems, has developed a high-speed research method that can maximize research performances and posted the relevant contents on the online version of Proceedings of National Academy of Sciences of the United States of America (PNAS), a distinguished scientific journal, on January 9, 2007. Professor Woo’s team has developed a high-speed research method that can fabricate several tens or several thousands of thin films with different compositions (mixing ratio) at the same time and carry out structural analysis and performance evaluation more than ten times faster and accurately, which leads to the shortening of the research processes of thin film materials. This is an epoch-making method that can reduce research periods and expenses several ten times or more, compared to the previous methods. The qualities of final products of electronic materials, displays, and semi-conductors depend on the features of thin film materials. Averagely, it takes about two weeks or longer to fabricate a functional thin film and analyze and evaluate its performances. In order to fabricate thin film materials in need successfully, more than several thousand times of tests are required. The existing thin film-fabricating equipment is expensive one demanding high-degree vacuum, such as chemical vapor deposition, sputtering, physical vapor deposition, laser evaporation, and so on. In order to fabricate thin films of various compositions with this equipment, a several million won-worth target (solid-state raw material) and precursors (volatile organic metal compound) pricing several hundreds won per gram are required. Therefore, huge amount of experiment expense is demanded for fabrication of several ten thousands of thin films with various compositions. Professor Woo’s team has developed ‘combinatorial droplet chemical deposition’ equipment, which does not demand high-degree vacuum and is automated by computers and robots, by using a new high-speed research measure. The equipment is priced at about 1/5 of the existing equipment and easy for maintenance. This equipment uses cheap reagents, instead of expensive raw materials. Reagents necessary to form required compositions are dissolved in water or proper solvents, and then applied by high frequencies to make several micrometer-scaled droplets (fine liquid droplet). Theses droplets are moved by nitrogen and dropped onto a substrate, which is to be fabricated into a thin film, and then subsequent thermal treatment is applied to the substrate to fabricate a thin film of required composition. At this moment, several tens or several hundreds of thin films with various compositions can be fabricated at the same time by reducing the size of thin film specimens into millimeter scale with the use of shade mask and adjusting vaporization time with masks, the moving speed of which can be adjusted. The expenses for materials necessary for the fabrication of thin films with this equipment amount to several ten thousands won per 100 grams, which is in the range of 1/100 and 1/10 of the previous methods, and the research period can be shortened into one of several tenth. “If this new method is applied to the development of elements in the fields of core energy, material and health, which have not been discovered by the existing research methods so far, as well as researches in thin film material field, substantial effects will be brought,” said Professor Woo. ‘Combinatorial droplet chemical vaporization’ equipment is pending a domestic patent application and international patent applications at Japan and Germany. This equipment will be produced by order and provided to general researchers.

Gold prize for Sungkoo Yeo and silver prize for Youngsik Kim at ‘Samsung Electrics paper contest’ Sungkoo Yeo, doctorate student at the division of Electrical Engineering, and Youngsik Kim, doctorate students at the division of Mechanical Engineering, won gold and silver prizes respectively at ‘the 2nd Inside edge paper contest’ organized by Samsung Electronics. Yeo, under the supervisory of Professor Youngse Kwon, won the glory of gold prize in recognition of his highly evaluated researches in the fields of silicon-based micro mold manufacturing technologies and fine shaping technologies revealed by his paper of ‘"Fabrication of Microlens array Using PDMS Replica Molding and Oxidized Porous Silicon Bulk Micromachining’. Kim, under the supervisory of Professor Seungwoo Kim, also won the silver prize for his research performances over the thickness pattern measuring technologies of transparent thin film coated on the pattern of an opaque metal in the field of optical technology unveiled by his paper of "Dispersive white-light interferometry for in-line inspection of thin-film layers on patterned structures". Inside Edge paper contest is an academic paper contest organized by Samsung Electronics to reveal the fresh ideas and potential technologies of the young talented.

H.Y.Choi won BSPA
H.Y.Choi won BSPA Hyun-Young Choi, Doctor’s course at the Lightwave Systems Research Laboratory (LSRL) of Department of Electrical Engineering of KAIST (Professor in charge Yoonchul Jung), won the Best Student Paper Awards (BSPA) in the Asia-Pacific Optical Communications 2006. BSPA is awarded to the most prospective paper in the field of Optical Transmission, Switching, and Subsystems. Choi suggested an OSNR monitoring technique among performance monitoring techniques for the efficient maintenance and management of optical network in her paper. Her technique is based on a polarization-nulling method using the polarization features of optical signals. It employs polarization mode dispersion compensator and acousto optic tunable filter (AOTF) to prevent monitoring errors arising from polarization mode dispersion (PMD) and non-linear double refraction, which considerably improves the monitoring technique and makes it possible to demonstrate a technique proposed at ultra long haul network.

Professor Yang Receives Academic Award
By Ki-beom Lee / Reporter The KAIST Herald December 3, 2003 The Professor Dong-yol Yang of the Department of Mechanical Engineering received the Sang-woo Academic Award last month. Unlike other awards of similar nature, this award is given to one of many leading scientists who has written six to seven papers in the previous year. This award is special in that Professor Yang retired as chairman of the Korean Society for Technology of Plasticity in December 2002. Professor Yang received a prize on the research of the anisotropic pressing out process. He has also written papers based on the twenty-five years of research at Korea Advanced Institute of Science and Technology and has researched high-speed modeling for the first time in Korea.
